Sark School and Community Centre to be fitted with solar energy panels

SOLAR energy panels can now be fitted on the roof of the Sark School and Community Centre.

The Development Control Committee has passed an Island Hall Trustees application for photovoltaic cells to be installed on the south-east and south-west of the building.

Trustee Brian Garrard said the group could now get on with planning the project in more detail.

It is hoped the panels would help save money spent on electricity.

?We had a meeting and discussed this possible option,? he said.

?The Island Hall has a huge roof and it seemed like a good idea to make use of the opportunity.

?We had to wait for planning permission and that was approved by the committee last week.

?The prime consideration was the reduced cost.

?The price of electricity on Sark is very high and this would dramatically reduce this cost.?

He said the project was still in its infancy and the trustees would have to meet again to discuss how they would take it forward.

?We can?t tell yet how much it is going to cost,? said Mr Garrard.

?The Island Hall Trustees will be paying for it but it might be that it is self-financing.?

YACReader (for iPad)

Does the iPad?need yet another comic reader? The answer is a resounding "yes." The $1.99 YACReader (which literally stands for Yet Another Comic Reader) is a feature-packed iPad app that's one of the best dedicated mobile comic readers on the market. YACReader lacks an integrated store like the Comics?or Dark Horse Comics?apps, but the app supports numerous comic-friendly file formats, import methods, and reading styles. If you fancy yourself a digital comic book enthusiast, YACReader is well worth the purchase.

The Splash Page
YACReader is an open comic-book reader that supports DRM-free CBR, CBZ, PDF, RAR, and ZIP files, which makes it a solid app for reading indie efforts and Image Comics' new DRM-less catalog. You'll need to download the Comics or Marvel Comics app if you want to read the latest Hawkeye issue, however.

Like ComicRack, YACReader has a desktop client (available for Linux, Mac, and Windows) that lets you read, manage, and transfer comics to the iPad app. That said, you can also transfer comics using iTunes (both wired and wirelessly) or Dropbox which is important, as YACReader lacks an integrated store like Comics. YACReader also lacks ComicRack's awesome Smart Lists, but you can create folders and sub-folders. I prefer ComicRack's Smart Lists as they automatically sorted new library additions into categories that I pre-defined, but ComicRack requires a computer to do so; I created YACReader folders on the fly without the need for a Mac or PC.

Moving digital comics into folders is simple. Swiping a comic entry from right to left selects a file so that you may copy it; when you create or open a folder, the paste option becomes available. I created a series of folders and sub-folders within a few minutes time. The entire management system works remarkably well.

Turning the Pages
Your collection lives in the My Comics section, which you can customize with three eye-catching layouts. Comic fans with deep libraries will like the option to view comics in an alphabetical index or find them using the built-in search engine.

Rucka and Lark's Lazarus #1 looked fabulous on the iPad's 9.7-inch display. Word bubbles and captions were legible so I didn't have to utilize the zoom feature. Should you want to tinker with a comic's presentation, pinching, zooming, and dragging the image around the screen are available options. Left or right swipes, naturally, turned pages.

YACReader's automatic scrolling isn't nearly as impressive as Comics' Guided View, so if you're a fan of that particular feature, you may want to stick with Comixology's apps. You cannot, however, flip the iPad into landscape so that YACReader displays two pages at a time (a function found in Comics and ComicRack). YACReader remembers where you finished reading, so that when you return to a comic after exiting the app, you'll pick up where you left off?a nice touch. YACReader's page scrubbing is adequate, but isn't as impressive as ComicRack's, which lets you rifle through thumbnail versions of comic pages. YACReader's page scrolling, however, is smoother than ComicRack's (which had the occasional lag).

Tapping and holding a comic thumbnail lets you assign a star rating and fill in metadata information (title, issue number, genre, and more). Numbers at the top of the screen represent the page you're reading and the number of pages in total. There are numerous preferences to digest, so I suggest reading the brief Help section for additional information.

The Final Caption
Now that a major publisher like Image Comics has given DRM the boot, open, dedicated iPad digital comics readers will become even hotter commodities. If you're in the market for one, consider YACReader as it's a refined reading tool despite lacking Comics' huge marketplace.

Napolitano approved as Calif. university president

SAN FRANCISCO (AP) ? Homeland Security Secretary Janet Napolitano, the newly appointed president of the University of California system, acknowledges she is not a traditional candidate for the job but says she brings years of experience advocating for higher education.

Napolitano appeared before university regents after the governing board voted Thursday to approve her as the first female president of the 10 campus system.

Napolitano will make a base salary of $570,000 and get a one-time relocation fee of $142,500 and an annual auto allowance of $8,916.

Student regent Cinthia Flores cast the only vote against her appointment.

Police handcuffed and removed at least four protesters who urged regents not to appoint Napolitano because of her record involving deportations.

Napolitano defended her track record on immigration, saying she has been an advocate for the federal DREAM Act.

Homeland Security Secretary Janet Napolitano was approved Thursday as the first female president of the 10-campus University of California system and is expected to begin the job in September.

Supporters lauded Napolitano as a leader who has managed large, complex public agencies, and said her political aptitude would help the financially embattled university system secure money from the state and donors.

Others criticized Napolitano for having little experience in the education field.

Napolitano was approved by the Board of Regents after becoming the unanimous choice of a 10-member search committee that considered more than 300 people for the job.

Before her approval, dozens of protesters gathered outside the board meeting, waving signs and shouting speeches against Napolitano.

Inside, police handcuffed and removed at least four protesters who disrupted the meeting while urging the board not to approve Napolitano.

Some focused on her record of deporting immigrants.

The former Arizona governor addressed the board after the vote.

The announcement last Friday that Napolitano had been nominated for the position caught many university and Washington insiders by surprise.

Napolitano, who attended the private Santa Clara University in California as an undergraduate, has already announced her resignation from President Barack Obama's cabinet.

In the week since she surfaced as the search committee's choice, some faculty members have complained that she is more schooled in politics than higher education.

Several newspapers have taken issue with the secrecy surrounding Napolitano's selection and the short time frame between the announcement and Thursday's vote.

Napolitano, 55, will be succeeding Mark Yudof, 68, who in 2008 became the first president from outside California to lead the UC system in two decades. He had spent 11 years leading the public universities in Minnesota and Texas.

As UC president, Yudof was one of the nation's most highly paid college administrators, earning an annual salary of $591,084 ? almost triple what Napolitano makes as Homeland Security secretary ? plus car and housing allowances, retirement contributions and other benefits that brought his annual compensation at more than $925,000.

Napolitano will take over at a time of improving but still serious financial challenges for the university system, including rising costs for employee salaries and retirement benefits.

After several years of deep budget cuts, Gov. Jerry Brown earlier this month signed a state budget that boosts funding for UC.

University regents on Wednesday scaled back plans for price increases on graduate programs.

The university had considered raising prices for professional degrees in 29 programs. Instead, regents approved increases for eight programs.

Spot the dot

Cassini has been orbiting Saturn since 2004, taking stunning images of the gas giant and its rings and moons. In 2006, the spacecraft made this mosaic of photos backlit by the sun. With Saturn blocking the sun's glare, Cassini was able to reveal previously unknown faint rings ? and the Earth, which you can just make out as a faint white speck on the left-hand side.
